Bring it back to the bench and install the inner seal- again RTV on the OD. I then usually re-use the shield and loctite it in place. I can get the nut and washer off and the outer bearing looks good but still stuck on the spindle. I believe the inneraring is the culprit. I have a slide hammer but dont have the wide patter foot attachment to bolt on the lugs.

Try installing a bare wheel and leave the lug nuts loose and pull on the wheel hard banging against the lug nuts, kinda like a slide hammer. Odd for the race to be stuck on the spindle.
